On the distribution of the values of certain Cotangent Sums |

Let \(E\) be the Estermann Zeta - function. The values of
\(E(0,r/ b,0)\) for rational arguments \(r/b\) are
related to certain cotangent sums appearing in recent work of
S. Bettin and J.B. Conrey. We investigate the distribution of these
cotangent sums for large \(b\) as \(r\) ranges over values coprime
to \(b\) in a certain interval.
